Pharmacists’ perspectives on the implementation of pharmacist prescribing in Ukraine: a nationwide survey

Abstract

The study aimed to assess the awareness, attitudes, and readiness of pharmaceutical professionals in Ukraine regarding the implementation of pharmacist prescribing. In 2025, a nationwide cross-sectional online survey was conducted among 1,020 pharmacists. The results showed low awareness of international prescribing models, with only 9.0% reporting sufficient knowledge. Attitudes were mixed: 13.9% supported implementation, while 61.6% expressed negative or somewhat negative views. Support correlated with the level of professional autonomy, with collaborative models preferred over independent ones. Key perceived benefits included improved access to pharmacotherapy and reduced physician workload. Major barriers identified were the lack of a clear regulatory framework, limited access to patient medical records, insufficient interprofessional collaboration, and concerns about professional liability. Additionally, 92.9% reported insufficient knowledge, and only approximately one-third were willing to undergo specialized training. Practice-based workplace training was considered most effective. Overall, the findings support phased implementation focused on collaborative models, regulatory development, and structured postgraduate education.
